Vitor joined Transparency International EU in 2017. He leads TI EU’s work on Rule of Law and Civic Space. His work focuses on tacking democratic backsliding, risks to the rule of law, the shrinking space for civil society, attacks on human rights defenders, as well as the protection of fundamental rights. Previously, Vitor led TI EU’s advocacy work on political integrity since the European elections in 2019. During this time he placed a special emphasis on issues such as money and politics, lobbying legislation, political party funding, conflicts of interest of policy-makers, ethics frameworks, and legislative transparency.
Throughout his time in TI EU, Vitor has co-authored publications and analysis on a number of issues, including TI EU’s most comprehensive assessments of the accountability, transparency and integrity mechanisms in the European Commission, Parliament, and Council – jointly known as the European Union Integrity System reports. He also makes frequent contributions to both national and international media outlets. Prior to joining Transparency International EU, he worked as Advocacy Policy Officer in Brussels promoting better health in Europe, as Project Manager for Transparency International Portugal in the area of local government transparency, and as a registered nurse. Vitor holds a MSc in International and European Relations from Linköping University, a BSc in European Studies from Maastricht University and a BSc in Nursing from Coimbra University.
